Во рецентниот извештај на „Венециската комисија“ (The Venice Commission/Commission de Venise – Комисија на Советот на Европа за демократија преку владеење на правото) се наведува дека се позачестениот видео надзор (Video Surveillance) влијае фундаментално негативно на човековите права и слободи:

Video surveillance of public areas by public authorities or law enforcement agencies can constitute an undeniable threat to fundamental rights such as the right to privacy and the right of respect for his or her private life, home and correspondence, his/her right to freedom of movement and his/her right to benefit from specific protection regarding personal data collected by such surveillance.

Whilst individuals have a reduced privacy expectation in public places, this does not mean that they waive those fundamental rights. Given the high level of sophistication of CCTV, it is recommended that specific regulations should be enacted at both international and national level in order to cover the specific issue of video surveillance by public authorities of public areas as a limitation of the right to privacy.
